Healthcare Security Educational Services provides healthcare risk management consultation services to health care organizations for purposes of updating their Security Management Plan for compliance with standards mandated by recently enacted AB1083 and compliance with The Joint Commission / CMS Standards as well.
Experienced members of the Healthcare Security Educational Services Team will conduct an on-site security and healthcare risk assessment, then facilitate the organization with an update of their security management plan. In California, AB1083 mandates that the Security Management Plan be generated on an annual basis. A review must be with documented recommendations and conducted by "Certified and Qualified" individuals. However, a review should not be conducted by individuals who are otherwise providing services such as an outside contracting agency for fear of "conflict of interest." Hospitals must now annually update and review the security and safety assessment and plan. The review also includes:
.Access control plans for sensitive areas:
- Potential security breaches
- Potential as a terrorist target
- State of compliance with CMS and The Joint Commission requirements
- Threat assessment using Crimes Against Persons reporting system, including a review of security incidents, both on-site and in the surrounding geographical area
- Procedures for a heightened terrorism alert status
- Training in management of aggressive behavior
The HSES Team reviews and evaluates security staff competency for compliance with mandated licensing, BSIS training requirements and security issues, such as access control systems, electronic surveillance, parking area security and the HVAC system. It also reviews:
- Existing security management plan
- Staff knowledge of hospital and general security procedures
- Terrorist threat response procedures
- Civil unrest/crowd control procedures
A detailed Security Assessment Report will provide recommendations for improvement, financial implications of such recommendations, methods for implementation and procedures for monitoring compliance with various regulatory mandates.
